Kenzo Tange's city hall complex gives Tokyo's metropolitan government a monumental twin-tower silhouette. Granite-clad facades use dense grids and vertical setbacks that recall both microchip patterns and Gothic civic architecture, while a large public plaza anchors the composition at ground level. The free observation decks make this one of the easiest major Tange buildings to experience from both inside and outside.
