Mecanoo stacks library spaces, terraces and a central circulation sequence behind a facade of interlocking metal circles. The building turns a major public library into a visible city landmark. Elevated gardens and the reconstructed Shakespeare Memorial Room add distinct destinations to the journey through the building.
