Tadao Ando organizes the waterfront museum as a set of long concrete volumes, sunken courts and exterior ramps facing Kobe's harbor. Circulation is intentionally extended, allowing visitors to move repeatedly between galleries, monumental stairs and sea views. The building demonstrates Ando's ability to work at a much larger institutional scale while retaining the precise concrete surfaces and choreographed movement of his smaller projects.
