Boston City Hall uses an emphatic concrete structure to express different layers of civic government. Public services occupy the broad brick-and-concrete base, ceremonial functions project outward in large sculptural forms, and administrative offices repeat above. The building fronts an expansive plaza created as part of Government Center’s urban renewal. Completed in 1968 and officially opened the following year, it remains one of the United States’ most debated brutalist landmarks and a major example of architecture making institutional organization visible on the façade.
