The city-facing side reads as a conventional civic and office building, while the park side rises as a stepped mountain of planted terraces. Emilio Ambasz's concept effectively returns much of the site to public green space and remains one of the most influential large-scale examples of architecture and vegetation being designed as a single urban section.
